A Conversation for h2g2 Society of Time Travellers

Okay, now that I've got your attention...
I have been looking around h2g2 for a while, and I've noticed all these societies (similar to The Time Traveller...etc.), and I was wondering;
"Well, gosh darn, I got some pretty good ideas for a group of my own. But, hey wait...how do you create one anyway?"
In any case I'd like some suggestions of extra GuideML, how to notify everybody else it's there, andeverything else pertaining to the subject (even if it is only a piece of cheese).
If it's not too much trouble...

"The first and most important thing to do is make up a target for the society.
Second thing is keep active on HooToo, if you only visit once a year there will be not much society left.
Third thing is take a mug of well, this is not nesecary, but it tastes good.
Well, third thing to do is create the society page, that is where you can practise your GuideML skills. As far as needed, the thing is nobody looks at the page after they signed up, then they will only see the conversation threads.
Forth thing to do is report your society at the 'Classified Ads' < A630019 > this is a part of , our local news and whatever magazine (it is good reading, and you will meet loads of other researchers via the entries.)
whee were we oh yes this should do it, perhaps change your name tag promoting the desired society and wait, or even better just communicate with the other researchers, every ten postings you can hint them to your brand new unbeatable society.
Just have patience, there is no rush "

Could you explain The first and second items again. I'm not sure if they were just poorly worded jokes or essentials I must rely on.
