Having recently returned from Ireland where vast amounts of extra stout porter are consumed on a regular basis I feel I should offer some input.
On the whole the urinal facilities in the pubs I visited were more hygenic and less threatening than those in British pubs.
In no urinal was the ubiquitous dog-end seen. Irish landlords supply flower pots, buckets and window boxes near the back doors of their establishments for the purpose of disposing of cigarette stumps.
In only one urinal was the facility of a condom machine on offer. This was at Linnane's Bar, Kilfenora, Co. Clare (a great Irish singsong pub) where a machine with a small window but without any advertising appeared to contain the product in its customary packs of 3; although having not made a purchase I have to confess that it might have contained bars of chocolate.
Some useful information for travellers:
A bankomat machine is situated in the underground toilet area of the Temple Bar in the centre of Dublin. A useful convenience.

If that's what you think of Irish toilets, then British ones must be absolutely terrible!

Although condom mahcines are a rarity over here, the only ones I've ever seen are those in the men's rooms at my university.

The worst urinal I have experienced was not in GB but in France; at the bus/railway station at Annecy in France to be exact.
It was basically a small dark room and a hole in the ground. Having relieved myself I attempted flushing. Without warning everything overflowed; water gushed towards me like a tsunami and flooded the 'cubicle' to a depth of several cms.
Nifty footwork, developed through knowledge gained by experiences in Italian toilets of similar construction, meant that I escaped with a light soaking to the bottoms of my jeans and a pair of wet shoes.
Nobody sat next me on the bus.

Wow, that is a nasty toilet.

I should also point out that in Ireland, a bog is not a toilet, but a place where you get turf from.

The worst toilet I ever saw was indeed in Ireland, though when I travel I tend to stay at rather clean places. Anyway, this particular toilet had a human s*** lying right next to it.
