Not being femaler and therefore not having been measured for such a garment, I don't know. But, being the intuitive way to measure bust size, I would've thought it the mosat common

Oh, what the heck. You'll just have to face the facts.
That doesn't work for saggy breasts; most women will tend to measure them in the position they *want* them in
