The Velvet Underground were a phenomum of the sixties not the seventies. Their main impact was in the 60s. Some would say their best material was in the 60s and that they haven't produced the goods since.
I believe that they were a heavy influence on the New York sound of the 70s as typified by Talking Heads and Suicide.
