In today's world more and more people are rushing around so busy working, playing, sleeping, working, playing, sleeping. Doing more, ever more quickly.
Just like the hare, don't look to the left, don't look to the right, just keep your head down and run. You'll soon leave the tortoise so far behind that you can fit in a few more activies before you finish the race.
The tortoise, on the other hand, has the time to take in the world at his slower pace and still wins the race.
