Are there any time limits on the local authority responding to an informal appeal ?

If they don't reply to you within 28 days, they can no longer ask you for payment, if they do swiflty challenge it. Bear in mind this doesn't apply with letters from the court.

Does anyone know if the Royal Parks in London are governed by the same rules as normal roads? I received a PCN on 04/05/08 and challenged it on 07/05/08. They have not replied to this challenge but instead have sent a Notice to Owner form (I think) on 30/06/08. Are they justified in this.

In my case, apparently I didn't respond to the councils letters in 2005. after 4 letters (they tell me) they passed my details to a collection Agency (Phillips) who have just sent me a letter demanding payment. The original offence occured in march 2005, Phillips were instructed by the council 6 months later, or therabouts, and it's taken them 5 years + to get in touch. Does anyone know; Is their instruction to pay still valid? Will I have to pay up? Thanks
