One would be tossing the coins into the air, and yes, they must be seen to be spinning. But the call of "come in spinner" is about inviting the person who will be doing the tossing to enter the arena of play and toss the coins. To encourage the coins to both come down with heads facing up, you would use a call similar to "head 'em up".
I'm surprised that no-one entered the phrase "come in spinner" into google or some such search engine and deduced that we are, in fact, talking about the Australian National Pastime of Two-up. Though, having not done that myself, for all I know all you would find out is that it is also the title of Shane Warnes book.
