Umm yeah, that's another issue. Because the BBC is semi-state run they're not allowed to advertise stuff

That's the problem in a nutshell. You don't get advertising on the Beeb. So not only are there copyright issues, but also advertising issues.
Either some third party comes and beats the BBC with a big stick, or failing that, the BBC beats itself with its own big stick.
