They've taken someone else.

Well, the person was needed within 2 weeks, so they couldn't keep me waiting for months...
But yes, they answered.
Most of them don't.

In the last downturn (early 90's) I was in the position of hiring people, and we had so many excellent candidates we had real trouble dealing with them all as fairly as we could.

You could try and ask them what aspects of the interview were not quite right (or how you could improve your presentation or something).

Oh, the Academie de Reims just sent me an email advertising the fact they opened the registration to a concours to become AAENS (Attache d'Administration de l'Education Nationale et de l'Enseignement Superieur or something).

Well, for one thing, they wanted someone with experience in preparing conferences and accountancy, so... My only real good point was my English. I guess the otheres just had some experience and would have been more autonomous(?). 
I think we need a shrug smiley.
