Security's not my forte but I think you should borrow some marines and set up a Port Security or Intelligence Patrol, in the meantime.
Of course, if you transformed the Guild into a civilian professional body (or, alternatively, a secret society, along the lines of Freemasonry) for spies and assassins, the risk of bomb attacks would be greatly reduced. I think all this paramilitary stuff encourages people to be violent.
