I guess it was intended to annoy people thirty years in the future when they were trying to get it off the walls... I've seen a particularly dangerous form of woodchip which looked like wooden spikes and nails mixed up in white paint. Brush against the wall, and you'd most likely have to go to hospital.

Oh, actually we've just fixed the problem. Aparently it was an electric triangle.
Horrible horrible stuff. Although, not as bad as pebble-dashing. I really hate that.
