I would propose a slight merger of the Hellsing Organization and Viper, with Hellsing becoming a subdivision of Viper, and possibly an added form of rank(?).
It's up to you. Hellsing is floundering, and I think that it could be rather fun if it got going.

How about making all Hellsing Personnel VIPERs? They will also get their own area within the Temple, and a special Title to show they're Hellsing. Existing VIPERs could also be promoted to Hellsing, increasing the crossover capacity. What do you think?

I would think merging the ranking system but then again im not really the person who decides this stuff.

Hmm... I think there would be equivalent ranks (eg: The middle Hellsing Rank is equivalent to the basic VIPER rank). I'll be making a set of VIPER Ranks to co-incide with this new merger. Keep your eyes peeled for moe info.
