this is what the page for the Evil Army on nation states says...note the anti aircraft fire...
The Dominion of The Evil Army is a very large, safe nation, notable for its compulsory military service. Its compassionate, cynical population of 127 million are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."
The government -- a sprawling, bureaucracy-choked, corrupt, moralistic, socially-minded morass -- juggles the competing demands of Law & Order, Defence, and Healthcare. The average income tax rate is 41%, but much higher for the wealthy. A substantial private sector is dominated by the Automobile Manufacturing industry.
A government program is underway to revitalize The Evil Army's beaches, birds and children's kites are regularly brought down by anti-aircraft fire, graffiti artists spend lengthy periods of time in jail, and scenic mountain valleys are flooded with water as damming projects get underway. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. The Evil Army's national animal is the cow, which is also the nation's favorite main course, and its currency is the EAUC.

EvliClaw says "what the hell?" He wants to know why the cow is the national animal when he killed 40,000 people in order to make the pluralated ferret the national animal.
