You need a "throw down" brolly; a small folding umbrella you keep with you at all times. When I went to Manchester/Edinburgh I loved carrying a messenger bag for my camera, tablet and umbrella.

I've thought about one of those but I love a proper brolly that I can walk along with using it almost as a walking stick. The folding ones aren't much good in the wind - they tend to blow inside out far more easily than the non-folding, and my bag is usually full of of sandwiches, work clothes etc anyway. No room for much else. It might be a good idea to keep one in my locker though

I have three. One really good one I got after reading an article like this one. http://thewirecutter.com/reviews/best-umbrella/
The one I got isn't available anymore but I love it. It's a golf umbrella, auto-opening, quick drying teflon coated, & windproof. I keep it in the car slotted next to the passenger seat.
I also have a pretty decent auto-opening windproof travel umbrella I keep here at the house (to get me to the car mostly).
And my third one I keep at work. It's a cheap travel umbrella that is definitely not windproof. But it's kinda special. I bought it 6 years ago when I arrived in Manchester. I now keep it at work. The handle has started going sticky. I hate that.

Heh... I should mention what I did in college. After losing several umbrellas I stopped buying them. I just would check the classrooms after a rainy day. I lost most of mine that way so I figured they were rather fungible.
Same thing for butane lighters at the end of the night at the college bars.
