Well its because they know fine well that 'improved' can only ever be subjective and not legally binding, so basically as long as they can show an inspector that they've changed something, job done. More than likely the change will have been to save money, though thinking charitably it is possible that there will have been some serious tasting going on leading to a better recipe.
More than likely though it will be to satisfy a regulatory requirement (less salt maybe) or simply as a marketing tool to sell the product to people who previously didn't like the product for some reason "oh, maybe it's nicer now; will try it again".

TB, and you a mathematician? "improved" equals "more expensive".
Leave that out on the cost side of the equation and double it on the price side. Bingo!

Four blades, plus one free blade is a more enticing offer than just five blades. Strange but true. People will often go for the 'bargain' even if it isn't really a bargain at all.
