I thought rubbing was a forwards / backwards movement, while stroking goes in one direction.

Rubbing, or so I thought, could also be in a circular motion. Stroking can in some circumstances go forward and backwards... in some circumstances... erm... I think I'd better go to clear the thoughts I shouldn't be having in work!!!smiley - flustered

Cat fur points in one direction. You should stroke the fur in one direction. If you go the wrong way, you are not stroking, you are "rubbing him up the wrong way".

With people, who have no noticeable fur, you could stroke in either direction or both and it would be still stroking.

But we do have hair & some stroking in the wrong direction in some places is not so pleasant - although hair ruffling can be!
The amount of pressure determines stroke v rub. That I guess is defined by the recipient.
