I only make my Samurai stay dead for half an hour for dishonouring themselves. Still, I'm a pretty forgiving guy, and will only enforce Harakiri if they do something like insult Douglas Adams.

They do. It's in the Chamber of records and new knights are shown on the castle page.

I thought the point of harakiri was that you do it spontaneously, it isn't enforced because it doesn't need to be.
Being a pussycat doesn't necessarily preclude the possibility of being scary.

Harakiri is a way to redeem your honour. If you want someone to commit harakiri you have to offer him a blade. If he's really honourable, he'll do it.

So you can't enforce it, except through peer pressure.
