Just a thought, and when I trip over one it's only right to kick it around a bit... but isn't French Guyana a regular departement in the republic?

Yes it is, along with Guadeloupe, Martinique and Reunion.

Indeed it is.
And in 2011, there will also be Mayotte, in the Indian Ocean (they had a referendum about it a few months back).

I only remembered it because at the time of the referendum, I had a student from Mayotte in one of my classes.
