I have no idea how many provinces there are in Canada, but... could the one be Quebec, and the twelve whatever the other provinces are?

Is this to do with official offices such as judges and jury or barristers, or government?
The odd one out is the judge or chairperson and they speak differently because they speak down to the others and the others show respect and deference to them?

I think its French Guiana I think speak French the others speak Spanish
