Taff and Bagpuss have pretty much got it and Bob is part right also.
The Finnish board of film censors charge a whopping €2 per minute to view DVDs for classification and with a box set of a long-running TV series that comes to serious bucks. Anything not submitted for classification can only be sold to over 18s under the R rating.
Universal reasoned that a wholesome tale of family life in a highly sanitised version of the Old West wouldn't have much appeal for todays under 18s (when are the killer robots going to arrive Dad?) and that their main audience would be nostalgic 40 somethings so, what with the credit crunch and Bushanomics and all, they decided it just wasn't worth submitting it for classification and went with the default R18. That's why Finns can now find it sitting on the top shelf along with Deep Throat and I Spit on Your Grave.
A lot of people contributed to the solution so I'll work the scores out and post them later today.

It's actually kind of liberal of the Finnish censors to let you do that. I don't think our own BBFC will give you even an R18 ("To be shown only in specially licensed cinemas, or supplied only in licensed sex shops, and to adults of not less than 18 years.") if they haven't seen it.
