Well, we can do many things with them. The wonderfully evil minds in the BOE have thought of rather ingenious methods of torture. My personal favourite is the goat.

It was inspired by the Chinese water torture.
It goes something like this:
1: Find a victim.
2: Find a goat.
3: Find something like peanut butter.
4: Spread the something on victims foot.
5: Let goat lick the something of the victims foot.
6: Watch as the victim slowly goes out of his/her mind.

I am not sure if it has ever been tested though.

No, it was meant as a deterrent. I'll be the first one to admit that it isn't the best deterrent but it all I've got at the moment.
