Idiotology is the study of idiots
Idiocracy is the study of being an idiot
Idiotology is, of course an important part of idiocracy
As is foolology (the study of fools which is quite a different matter)...

No, no. "Idiocracy" is when the mind is governed by idiocy. Like "democracy", only idiocy instead of people ("demos").
