If you have a problem with the light level near you, you may like to contact the campaign for dark skies on http://www.dark-skies.freeserve.co.uk or if a company has put up lighting where it spills into a residential area that didn't have a problem before, you can contact your local council, as in the uk, it is illegal for companies to polute residential areas with badly placed lighting.
You might also wish to visit the sight of spaceguard uk, who keep an eye on the government reaction to the increasing danger from meteorites, meteors and comets impacting the earth. they can be found on http://ds.dial.pipex.com/spaceguard/index.htm
