I *reckon* this is going to be something to do with signing up via POV. If you sign up through one thing, whilst it gives you membership to all BBC places, it doesn't give you services which aren't available. As POV doesn't (as far as I know) include jounral facilities, this user can't use it.
What they need to do is email the italics (not sure which address but they can email jim directly and that shoulodn't be a problem - jim.sangster AT bbc.co.uk) and ask for the account to be transferred to h2g2.

RunningDog3 should be able to transfer sites without an italic if Jim Lynn's new link command to do that still works and if that's really what RunningDog3 wants to do.
