TC, at the time I joined (September 2000), there was a Peer Review system. You went to the Peer Review page and started a new conversation saying you were submitting your entry for review. It got picked from there.
I believe that in the really early days, scouts looked at all the unedited entries and picked them directly without any sort of peer review. You would just find that the entry you were busy writing had been picked.

When I was a subed, we got sent the raw GuideML by e-mail and had to edit it from there.
