I think so... there's not been any talk of new smilies and with the short handed staff since Petunia I don't see it getting any better.
(On a related note, a few months ago I designed a tattoo for a friend that was partially inspired by the lovely little planet we adore. I just used the arms and hands. But I changed them so that they are making rude gestures exactly the way the Colonel Spaulding character does in Rob Zombie's Night of a Thousand Corpses. I just used hands and arms as models. I'm NOT worried about copyright issues.)

Some were transferred to BBCi, some were let go. I think the staff went from somewhere around 8 to around 3. That's why the number of daily entries changed from 5 to 2-3.

The MBs are now on dna sub-sites but they don't have all the same smileys. It's not just the newest h2g2 smileys either. The MBs have some of their own, which were specially made to work on the variety of background colours of the MBs, plus a few h2g2 ones that someone obviously decided to include regardless of background colour.

Well, some of the ones they made don't look finished. and need to be antialiased to get rid of the 8-bit pixelly look.
I don't believe they care anymore.
