Why is the Red Sea a sea and not an Ocean ?

The Oceans are the big ones and there are only four of them. The little bits such as the Red Sea are called seas. The Red Sea itself is very enclosed being almost completely surrounded. Others such as the North Sea and the South China sea are much more open. The Weddell Sea beside Antarctica is just a bit of the ocean with a different name.
