Hugo Chavez, a legend or a chav???

I would like to know what the consensus is on the People's Republic of Venezeula. Recently a Christian fundamentalist slagged off his regeime and so he demanded that the person should be extradited to Venezeula. Eventually he said that he'd use his own countries oil money to give as aid to Americas poor.
Now I thought, is he being serious or is he taking the Micheal. At the time I thought he was being sarcastic, calling the United States as the biggest incitement to Islamic terrorism since the Crusades.
As far as I can see, America don't like him because he's a communist and he spends his countrys oil money rather than invests it, but there's probabily a bit more to it.
Personally I think this bloke is a legend, alright I don't know the full story, basically I'm just going on the headlines on radio 4. Prehaps I'm becoming more left-wing or anti-Christo-American but I'd like to see this president get the UN to send weapons inspectors into Area-51
