Does anybody know of any fantasy roleplaying systems that, while still decent, do not consist of thousands of pages of rules, and do credit the Games Master with some intelligence.

Its true that most roleplaying systems are insane for rules, but once you get used to them, the game does go quickly. As for crediting the GM for intelligence....none of them can really do that. All the rule books have to be simple so that first time players can understand what they're doing.
Most systems are only the starting point of a good game. Its the GM that has to make the story move well, using the rules of the system to determine the outcome. Besides, you don't have to follow all the rules.
