Is it possible to be able to get a flat through social services [or similar] if you cannot stay at home anymore?
I am going to collage in September. So i will be in full-time education.
Staying at home with the situation i am in will result it tragedy...
Is it possible to apply for SOME kind of housing?

That's the government site for Housing Benefit (You're in the UK, I presume?)
It does say this though:
"You cannot usually get Housing Benefit if you are a full-time student, unless you are disabled or have children."

You could try convincing social services that something bad is going to happen if you stay in the family home. Where they would put you, and how great that would be is another question, and certainly something to weigh up.
Housing benefit is virtually impossible as a student. You might to entitled to student loans, hardship grants from your educational institution etc, but prob not housing benefit.
