i got pointed here when asking:
what's the reason behind no new smileys? are there not enough people to make them, or not enough people to add them to the guideml system, or what? i

We just feel we have enough for the time being (there are loads of smileys already and not all of them are used regularly). It also takes quite a lot of co-ordination and time, and at the moment the artists are very busy with more important matters.
