So, am I right in thinking that whoever gets the council seat...it's a different character? Or did I hallucinate that....I must have. Hmmm.

Yes. If you got the council seat, it's not Eland, it's whatever the name of that character was. Feuille gets to control and do stuff that Council people do, Eland stays the same old Eland as ever.
