Ive done a cursory check and can't see that this question has been done before.
I'm feeling particulary nasty,so no reference of any kind WHATSOEVER for this question,because it will show.I've checked on NFL.com and the actual answer is over a page long.
Two options here 1 point for nearest to the actual answer,I'm not expecting anyone to get this exactly right.
And 1 point for the most original answer.

There is no QB rating system beyond subjectivity. Without going into the depths of psychology, each individual choosing to rate QBs will have preferences as to what they believe makes one QB better than another. Factors involved may include statistics (perhaps best summarised by the *Passer rating system*), win/loss records, grit, leadership, hairstyle and beauty.

And as an aside ... the *Passer rating* system is based on four statistical categories:
- yards per attempt.
- completion percentage.
- TD percentage.
- Interception percentage.
Each of these is converted to a "score" between 0 and 2.3 based on some big mathematical tables. (A bit like they do in the Olympic decathlon). For example, completing 50% of passes might score 1.2, 60% scores 1.6, 70% scores 2.05 . The maximum in any one category is 2.3, while the minimum is 0.
The four scores are then added together and multiplied by about 15 to give the passer rating.
The maximum rating that can be awarded is 158.3
The scores given in the tables are based on the performance of many, many passers over the years. To get a maximum score in yards per attempt, a passer would have to average about 11.6ypa, while the completing less than 36% of passes earns a score of 0.
Alternatively there is a big complicated equation you can use to get to the magic number ...
NB Apart from the maximum rating, all numbers given are rough estimates.

and it's nothing to do with QBs. It's purely for rating passers ...

Thank you, I owe it all to an excellent and memorable cartoon by Bill Watterson featuring Calvin (that is, Calvin and Hobbes, of course) providing an answer to a tough essay question on a test using "his own words." After that, of course, he declares, "I love loopholes!"

Would it be somewhat churlish of me to question the awarding of a point to JD for "humour AND originality" when he has now acknowledged the source of his inspiration ...

Yes BBS you are probably correct in that the originality claim,is now tarnished,but anyone who reads Calvin & Hobbes and seeks inspiration froma cartoon is in need of all the help hey can get.
