Not the way you seem to be thinking you can, no. There isn't a facility for normal people to upload their own pictures and the PICTURE tag only works with images which were uploaded a special way by the staff.

Among the things you *can* do though is to print it on a piece of paper and then stick that onto your monitor.

Is there a way to resize blobs? I have the H2H2 Musician's Guild badge proudly displayed on my page but I would like to make it a teeny bit smaller for display purposes.

For some blobs/pictures there is a smaller version available under a different number or name anyway. But that's not the case for that particular one.
