It's an eighties flick staring Weird Al(of musical parody fame), called 'UHF'. Weird Al's charicter is trying to save a failing high frequency t.v. station from going under. It's also the first acting role for the guy that is best known for playing 'Kramer' in 'Seinfield'. Great movie, a little campy at times, but funny practically the whole way through. The scene I was quoting was about a latin guy trying to teach animals (mainly poodles) how to fly by throwing them out of his window. I think he was on the fifth floor of the building. It's a parody of another famous movie, but I forget which one.
