When there are big holes or trenches in the road, it behooves the authorities to put red cones or warning signs. They've done that here. In Los Angeles, there was a long, deep trench in the road for months. Finally, former California governor Arnold Schwarzenegger decided to fill it himself, only to catch flak from the authorities who kvetched that they'd now have to spend extra money removing the fill and doing it themselves properly.
