I notice that the authors name has not been mentioned. I looked him up. He's John Uri Lloyd. His fixation on weather patterns rivals James Fenimore Cooper's fixation on scenery. Thomas Hardy was also prone to long descriptive discursions, fed by his belief that a mechanistic universe was so powerful that human will didn't stand much of a chance against it. Ah, those 19th Century writers with their notions!
