The members of the tin hat brigade reckon it's a psychological test. There's a hidden camera, recording whether people sit down or not. Those who sit are listed as bold and rebellious. Those who don't sit down are obedient and risk-averse.

Its hard to decode signs sometimes.
Maybe the sign just means you can't sit on it until you've bought it?
