These are a common site in seaside towns, where they're often brightly coloured (or, more accurately, the remains of having last been brightly coloured when they were last painted back in the 1970s – often with a white stripe round the middle) and have a slot cut in the top to allow them to be used as gurt big money boxes to raise money for charities.

Little know fact:
Before they were used as mines, those things were used as mini/two-person submarines. That is, up to the "Baked beans incident", where the idea to use them as an explosive device was hatched…
The red colour is to disguise them as tomatoes.
