Maybe 7mph is a maximum and it's put there to stop the trees moving? 
Trees, of course, do move but they take a long time over it, years sometimes. So 7mph is far too fast for a tree.

I ASH YEW ? Is it OAK'y for trees to exceed the speed limit in urban avenues ? It could ? BEECH the local council speed limits ?
Then you'd have to SAPELE the conviction in the courts ?

A tree ran away and is still at LARCH. No one realized that it wanted to LEAVE. It even packed its TRUNK.
