I thought it would be about testing somebody's knowledge/ability in a language, but I wasn' sure if this was a foreign language, the person's first language, or something completely different. That sentence at the beginning would help.

Lost the full stops!
Have added the book ref I mentioned.
I also messed about a bit with the info structure to try and make it a bit clearer what the hell kind of tests I'm talking about, and to get the point about the catagories being universally applicable, but perhaps not universally applied up the top.
And I've added in something about the different catagories of tests too, so now I don't have to write that other article.
