1984 speaks of all behaviour being instinctual for every person. Example being "Double Think", the only way to do it is not being concious of doing it.
This could be for the best. Think about it, with enough teaching/training we could eliminate the concept of hate, racisim, violence, murder, etc. from out society. This could efectively lead to a society based on Anarcy with no need for policing. The key flaw in this plan that I have yet to work out is the economy. The only possibility would be a communist one, or that of "Utopia" by Sir Thomas Moore.
The true irony of this is that we would need a world wide "Anarcy Party" elected to make this work. It's all or none, most likly none.

Actually, I have been involved in anarchy experiments, and they work best with everyone being conscious of abstracting, and thus looking for problems, and being reasonable.
We have had a perfectly functioning anarchy working with about a dozen people with lots of work being done, lots of tea being drunk, lots of computing going on, and only a couple of rules (to limit the generation of new rules).
Even bigger semi-anarchies have been run, especially summerhil school (see http://www.s-hill.demon.co.uk/ ) which has many pupils, and few formal rules.
