I think pet owners should be required to take greater responsibility for their animals' behaviour. Dogs which foul on the footway, for example, should be fined £50. The owners, on the other hand, should be put down. Humanely, of course.

Good point, I agree with greater responsibility. A lot of people don't want to be responsible, which is why we need legislation. Just look at all the cruelty on all the animal programmes.
I agree with a licensing system, which would include small pets such as hamsters, and definately exotic pets. However it would be difficult to draw the line, I used to keep stick insects. Although difficult to legislate for, it is wrong to be cruel to any creature, and that includes insects.
