I agree. This person is even opening new accounts to post about the suspension! And they are posting personal info about others.
Is there any way to stop them altogether, like contacting their ISP?

Sound's like someone just wants attention, even if that attention is just being continuously banned... I personally would suggest banning him/her and wiping all their previous posts, and if they try again, do the same, eventually they'll get bored of playing if no-one else plays along.
Probably the worst thing that could happen would be entering into a public dialogue with the person if anyone sees him/her in a new identity, yikes the post and the page and let the editors remove it, don't even reply to any postings...
(just my opinion)
