Strongest? I would have thought it would be weekest at the cusp and strongest at the mid-point.

Take as an example mid-summer's day. This is where the sun is at its highest in the sky, the longest day and the shortest night. On this day the sun has reached the first point of Cancer i.e. The cusp of Cancer. From here on to the first point of Capricorn i.e. The cusp of Capricorn the days get shorter. The cusps of Aries and Libra mark the equinoxes.
