The only thing I can see wrong with it, is the fact that it has a few typos, but hey, that`s human Oh, and if I had my old computer I'd tell you it slows my computer down.. I can imagine that it does... I once used too many marquees on one page and it did slow my old PC down a touch..
I'd suggest putting each marquee on a separate page, and linking to them
Oh, and the fish at the bottom needs to swim the other way.. it's swimming backwards!

I like it much better this way! Kill the marquee!!!
Nothing to do with the servers, unfortunately Spelugx have already told what the problem is in the bug report forum, so I can't tease you with it here!

How do you get the start of a Marquee to disappear of one side of the screen and reappear on the other before the end of the marquee has disappeared? I've tried all-sorts but it won't work!

Do you mean how do you kill the delay before the marquee starts it`s scroll cycle again? You can't fix that. The only way to fix it is copy and paste the whole message again and again and again, but NS users will see the message just laid out normal on the screen - Pretty pointless, actually..
Forget I said it.
