I have an mp3 on the pc, a nice loud sound grab from a porn movie where the young lady is being rogered rather vigourously and is very loud in her orgasmic pleasure. Also some seriously squeaky bed sounds.
When the neighbours are too loud I just jack it up to about 2/3's volume and play it for about 10 mins. that normally shuts them up!
an even better suggestion is if their noisy shaggers, record it through the wall and play it back on a loop at twice the volume. 
Revenge is a dish best served cold (and loud)
