So they don't give away the food anymore because people abuse the system, wait for the shop to shut then "demand sandwiches"?? So... are these yuppies who go to the effort of dressing up as the homeless? Or maybe it's students who are virtually indistinguishable. 
Or perhaps the staff feel unwilling to say "Get st****d, you're not homeless!" Lemme know if you have an answer to this! Ta.
