Lets take an example of someone asking for a chat room. I presume that it would be inappropriate to mention any "third party" sites that might be usefull?

I wouldn't no, but then it's often those from LD (sorry Loup, not meaning to generealize 
) that would ask that type of question, and as most of those are here via digibox, they can't access other web sites.
I'd suggest The FoLDers Arms, maybe ye oLDe tea shoppe or the Busiest Conversations list on the Front Page.
But, that's just me.
