It is still in the bylaws of great britain that if you dravea hackney carriage (taxi to you and me), you must carry a bale of hay in the boot for your horse. It makes no claim that you must have a horse, only the bale of hay

It is also in the byelaws that we can refuse a fare over 6 miles (because it tires the horse) and that we can wee up the wheel (I saw we as I am a cabbie).
